JOB DESCRIPTION

    Purpose of the position— Ensure that all Operations personnel in PGP Country have a training profile that is setup and tracked ensuring competence in performing their jobs in a safe manner. This person is also in charge of ensuring all plant operating instructions are standardized and maintained in conformity with ISO/LIMSS standard.
— Provide support on LIMSS document development and translation.

Principal responsibilities? The competency & training executive is to compile, evaluate and manage departmental TNA annual planning for operations, manage engineering audits and departmental training following to the requirements of the business unit
? Align, develop, publish country located work instructions in conformity with standards. Site located standards are managed by site; However, this responsibility changes on case to case basis
? Act as a primary interface between global, local, best practices and international standards ensuring a single aligned standard being adopted from country to shop floor level.
? The competency & training executive shall also maintain a framework that makes Information technology possible to identify the gaps in competency and training needs for every single member of the Operations staff. This includes:
? function profiles for every function
? Required competencies per function
? Actual competencies for every operational employee
? Gaps in competencies for every employee
? Elements of competency development for every aspect of competency (practices training, etc.)
? Training records for every employee
? This framework shall be implemented and kept up to date in cooperation with the respective functional managers. Information technology shall give the respective gaps and training needs at any time
? In collaboration with the respective functional manager, engineer and manager: -
? Define the type of competency development. This can be in terms of classroom or practical training, simulator training or training on the job
? Drive the development of training modules including the definition of training method, place, audience, teacher and training materials adequate for the specific competency
? contact with administrators and facilitate setup of training facilities for practical training of operations and maintenance personnel in CSCM Operations.
? Define the functions in the CSCM Operations of the country that can systematically be used to develop certain competencies during “internship” (e.g. turnaround planning & execution, on-site plants, cylinder filling plants)
? Ensures that
? Training needs are identified on a constant basis
? Adequate trainings are offered for the training needs of the Operations personnel
? Identify teachers (Linde internal, sub suppliers, external) and make them available for trainings.
? Support implementation and compliance of Quality, Safety and values of the company
? Monitor in-country IMSS local document completion progress against target
? Develop new IMSS local chapter
? Convert local document material into IMSS template
? Translate IMSS chapter (as required) to Bahasa Malaysia
? contact with regional team for document publishing into intranet
? Deliver supporting materials to the SME in developing local IMSS documents
? Provide assistance in IMSS Content Quality audit in revising local document
? Ensure compliance and achievement of performance standards in all tonnage sites and operations
? Promote Site-safe program
? Report and investigate hazards, accidents and near misses
? Implement PPE standards
? Implement safe work, operating and emergency procedures
? Implement health and organisational rules
? Ensure that the developed standards does not contradict or conflict with company, regulatory and national regulations and standards
? Delivers a safe plan that endures country and sites to have the tools and facilities to carry out their everyday tasks in the safest manner to achieve zero injuries and accidents, including meeting all internal and external safety standards
? Ensure that all standards developed meet with Linde standards and guidelines; investigate and reporting on conflicts and un-resolves
? Actively influences and coaches local team members to ensure they clearly understand their specific functions in delivery of services and operation strategies and how the actions are related to other operations function as well as business unit
? In time, to be able to carry out adequate risk assessment for all activities
? Carries out plan to ensure all activities meet Linde safety, quality and environmental standards and national legislative requirements
? Provide training, guidance and personal support where needed in accident and incident investigation, safe systems of work and other loss control activities.
? Ensures activities are conducted within the budget
? Determine capcapability gaps within the PGP Operations
