Regional Technical Manager provide technical support in the implementation, coordination and supervision all activities of the HIV/AIDS programme in the region. Technical Manager will coordinate and supervise the implementation plans as well as the annual training plans of the project implementers to ensure compliance with the MAC Strategic Plan 2016-2030 and the National Strategic Plan on Ending AIDS 2016-2030.
Specific expertise/expertise/Abilities
    Demonstrated practice in program management and administration, and contract compliance.
    At least two years' practice in the field of HIV/AIDS and public health is required.
    Should possess a working expertise of technical and programmatic HIV/AIDS issues in the Malaysia and the approaches to address them. expertise of evaluation methods, both quantitative and qualitative, is required; with capability to produce analytical and well-presented project reports and proposals.
    Proven practice of working with key populations. Good interpersonal expertise with the capability to communicate and negotiate clearly and effectively at national, regional and district levels
    Excellent communication expertise and the capability to lead train and motivate a team.
    availability to travel regularly and in difficult circumstances.

    Computer literate and practice in using MS Office Package Responsibilities and tasks
    Coordination & implementation of Strategic Action Plan as stipulated in the MAC Strategic Plan 2016-2020
    Strengthening MAC Program Division’s collaboration with Project implementers.
    Ensure the translation of MAC and NSPEA 2016-2030 strategies into actionable programs, projects and activities.
    Ensure programmes for all key populations are being implemented accordingly.
    Coordination of proposal development for funders on yearly basis and as needed.
    Ensure a transparent and efficient management of budgets for project implementers and funder’s reporting on timely basis.
    Coordinate development of training plans for all key population programs and program workplan for Programme Division.
    Review and discuss quantification and technical specification, ensure the follow-up of procurement.
    Actively collaborate with focal points ensuring that project implementers are adhering to the guidelines and indicators achievement.
    Research and obtain documentation for meetings/discussion in advance and discuss with significant managers issues to be raised, providing significant feedback to management where necessary.
    Ensure Programme Division adherence to contractual terms and conditions between MAC and funders.
    Provide technical assistance and input when required, in all training and capacity development programs.
    Conduct field visits as required.
    Contribute to developing strategic parnerships with key stakeholders, including national and local authorities, communities, civil society organizations, private sector, and significant international stakeholders in the country.
    Coordinate the review and analyse the consolidated program and financial reports, identify key issues in implementations.
    contact regularly with project implementers to ensure good collaboration between MAC and project implementers and document all discussion between project implementers and MAC.
    Work closely with the M&E team to ensure timely and complete reporting in conformity with approved reporting formats.
    Assist MAC in the preparation of work plans/selection of indicators, budget and annual implementation plans with a view towards MAC M&E requirements.
    Contribute in preparing the semi-annual and annual reports, annual workplans and budgets for the funders
    Act as focal person in MAC to manage HIV related work through coordination with MOH counterparts, funders and health partners in these areas
    Undertake other responsibilities not outlined above which are commensurate with a function of Manager, and which have been discussed and agreed between the Program Director and post holder.
